A service celebrating his life will follow at 11:00 AM. and conclude with Military Honors.
His interment will take place at West Lawn Memorial Park.
RACINE – Mr. Andrew Duncan, 90, passed away at his residence on May 15, 2023.
Andrew was born in Alquippa, PA on October 1, 1932, the son of the late Walter and Asnora (nee Williams) Duncan. He married Carol Czerniejewski (nee Rogala) in Las Vegas on May 18, 1979.
Andrew proudly served his nation with the US Army, as well as the Army band. After the service he received a Bachelor of Science degree and a Master’s degree in music education. Andrew served thousands of children in the community by presiding as Director of Music for Racine Unified School District; a position he held for 20 years. He was Director of Music at Wendell Phillips High School in Chicago and also directed choirs at Sixth Grace Presbyterian Church in Chicago and Atonement Lutheran Church in Racine. Andrew belonged to the Wisconsin School Music Association from 1958 – 1994. He was currently a member of Faithbridge Church in Franksville.
In addition to his loving wife Carol, Andrew is survived by his son, Keith Duncan of Chicago; his daughters, Angela (Timothy) Noss of Los Angeles, Lori (Michael) Pool of LaVerkin, UT; his step-daughters and step-son, Sandra (Peter) Barry of Oak Lawn, IL, Steve (Lori) Czerniejewski of Lindenhurst, IL, and Carol (Timothy) McPhillips of Racine; his grandchildren, Chad Noss, Sawako Noss, Brian Barry, Nancy Barry, Amanda Signorelli and Gian Signorelli; his great granddaughters, Sasha, Clara and Cari Noss, Sylvia and Clara McPhillips; his sisters, Ruth Steppe and Marzette Duncan both of Los Angeles; his sister-in-law, Arleen Runge of Thorton, IL; as well as many dear nieces and nephews. In addition to his parents, Andrew was preceded in death by his former wife, and mother of his three children, Julia (Harris) Duncan; his brothers, Garrison and Oswald Duncan, and his sister-in-law, Dorothy Duncan.

What a wonderful life he had! My family had the pleasure of knowing him through RUSD. My daughter was in Orchestra for many years. He always took the time to say hi to us, whether it be a walk through a building my husband and I were in or as a substitute principal. He touched so many lives through is work at RUSD. Mr Duncan was an amazing person. I interacted while I was in choir from Middle School through High School. He inspired us to sing our best! I ran into him as an adult in the hallway at my kid’s elementary school. I stopped to speak with him for a few minutes and he remembered me 🙂 I recently saw the newspaper article about him and was glad his achievements were acknowledged while he was alive. Mr Duncan was a great, kind man. Always seemed smooth and calm. My condolences to his family. ❤️

I really enjoyed talking to Andrew at church. He was such a caring and loving man. Two of my girls had him for their music teacher. They really enjoyed being in the music class with Andrew as their teacher. He was such a blessing as he taught the girls.

It was a pleasure to get to know Andrew first as a RUSD parent with 2 children in band and as a secretary who worked with him when he filled in as principal. Not only was he a champion of the music program, but such a kind and gentle person. He shared his passion for cooking as well as many of his delicious recipes. He will be so missed. Mr. Andrew Duncan was a great inspiration to me from the time I was a young 14-year old High School student from Wendell Phillips High School, who loved to sing. I auditioned for the choir and had the best two years of my life with him as my music director and a father figure.
Mr. Duncan was a wonderful, humble teacher, and made a great impact on all the students that were a part of the high school A Cappella Choir.
After graduation we didn’t just end our relationship with Mr. Duncan, but some years later, many former graduates from various years reunited with Mr. Duncan, who formed the Wendell Phillips High School Alumni A Cappella Choir. We continued to meet every year, to fellowship and sing under the direction of Mr. Duncan. When Covid19 hit, we met on Zoom. Our last reunion was scheduled last August, 2022, at the home of Mr. and Mrs. Duncan in Wisconsin. Unfortunately, I was unable to attend because of my health.
I was so blessed to hear from Mr. Duncan when he called me last year to inquire about my health because I had missed the last reunion. He was that kind of man who cared for all his former students.
A few weeks ago, before I received the message he was in the hospital, I was reflecting on his influence in my life and I felt the need to call him to say how much I appreciated him and the impact he had on me as a singer from the time I graduated high school in 1971 to now, but I didn’t get the chance to reach out to him.
I am so thankful to Mr. Duncan, as well as his wife, Carol, for all the wonderful memories he made for us. He was truly a teacher who changed so many lives and I hope that truth has been confirmed now that he is home with the Lord.
Mr. Duncan will truly be missed by more people than he will ever know. He has left a legacy behind and forever instilled songs inside our hearts that will never leave us.
I will always love you Mr. Duncan. He will forever be in my heart.

Mr. Duncan was a jewel in the Racine Community whom I had the privilege of singing under his direction in Racine’s All-City Choir -and- who saw fit to send me to a 2-wk summer orchestral camp @ UWMadison, the summer prior to my senior year of high school. I’ll never forget the opportunity I had to attend a camp of select orchestral, band & vocal performers from across the state. Anytime I saw him in my adult life I always reminded him of how much I cherished the opportunity HE made available to me. There will only be one Mr. Duncan whom I could always pick-out in a crowd from his stark white hair & will always treasure his legacy in musicianship & opportunity he provided me and so many Youth in our communities. Thank You for keeping the “Art of Music” alive in me🌹

Although I am 68 years old now and have been given permission to call Mr. Duncan my high school choir instructor from freshman year, 1969 – senior year, 1973 “Andrew”, I have never quite been able to do so. Mr. Duncan will always be respected, thought of, and loved by me and all of our choir alumni. Just one of those things few can understand. Forever remembered Mr. Duncan, forever loved. I always said God blessed Andy Duncan with not only the gift of musical talent, but also patience, kindness, and tolerance. I was Blessed to have Mr. Duncan as my Director at Phillips High School. I very often bragged about his directing, and teaching music to his students. I also was able to go with the Choir to Fargo North Dakota when we were asked by the National Music Educators Convention to sing for their Convention. I saw my oldest sister sing with the choir under Mr. Duncan as a child and had to go to Phillips to sing in the Acapella Choir under Mr. Duncan, and it still Bless me today! I am of the “Class of 1969′ My best friend Junette Smith often accompanied him as pianist when necessary. However, she passed March 2022. May they both RIP 🙏✝️💯❤️🎶💜

I will sincerely miss my former choir director, Mr. Andrew Duncan. He was well respected at Wendell Phillips High School in Chicago from the 1950s to 1970s and a huge inspiration to many in the music community during this time.
It has been an honor for me to have remained under his guidance and in friendship since I graduated in 1972. The historic and world recognized Wendell Phillips Acapella Choir which he created was a distinguished claim to fame for us, his students, during that time. And it has been a wonderful experience to have had the unique opportunity to relive our memories for the past 30+ years in choir reunions, headed by Mr. Duncan each year without fail.
And through these ongoing connections, I am so happy to say that God has allowed us to genuinely speak our gratitude for one another both in deed and song. His legacy will live on in us and through us as we touch the lives of others. And isn’t this what God requires of us all? Let’s celebrate Mr. Duncan for a job well done!

We were very sad to learn of Andrew’s passing. He was a wonderful and kind man with a gentle soul. His talent was not just in music but also in guiding people to do and be their best. My parents looked forward to and thoroughly enjoyed the time they spent with Andrew and Carol. I’m sorry we were unable to attend his service.
