A memorial service will be held at the Draeger-Langendorf Funeral Home on Saturday, May 11, 2024.
The visitation will be at 10:00 am and the service will begin at 11:00 am.
Her interment will follow at West Lawn Memorial Park.

Judith (Judy) Ann Penn, beloved wife, mother, grandmother, sister, and friend, passed away on April 24, 2024, at the age of 84. Judy was born in Rhinelander, Wisconsin, on December 6th, 1939, to Ruth and Elwood Halverson. At the age of 12, she moved to Racine, Wisconsin, with her mother, her sister Carolyn, and stepfather Robert Baker.
Judy graduated from Park High School, where she met the love of her life, William (Bill) Penn. They were married for 63 wonderful years, with their anniversary coming up this month. Judy was a dedicated mother and homemaker, raising her four children with love and care. She also held various jobs, including Case Company, Goldblatz, Kohl’s Bakery, and finally retired from JI Case High School after 15 years of service as a secretary.
Judy found joy in spending time with family and friends. She cherished visits to the family cabin in Lodi, WI, preparing delicious meals, dancing, listening to music, and exercising at the JMBA Center, particularly enjoying water aerobics. She loved having lunch with her girlfriends, music and dining at the Harbor Lite Yacht Club and other favorite eateries. Judy especially enjoyed spending time with her grandchildren, often at Lake Wisconsin, and hosting family celebrations at her home.
Surviving Judy are her husband Bill Penn, her children Denise (Manny) Chazan, Laurie (Justin) Penn-Moyer, David (Donna) Penn. Treasured grandchildren, Steve (Sarah) Penn, Brian Penn, Alex Penn, Katelyn (Cody) Maiocco, Mia (Dylan) Cook, Jessica Gerressen, Ella Moyer, Cole Moyer, Hannah (TJ) Rifkin, Rachel Chazan, Abby Chazan, and Great Grandchildren, Madeline and Oliver Penn, sister Carolyn Fitzgerald, nieces, nephews, other relative and friends.
In addition to her parents and parents-in-laws, Judy was preceded in death by her beloved son Thomas Penn (2020), and her special cousin, Jean Luethy (2018).
Judy will be deeply missed by all who knew her. Her warmth, kindness, and zest for life touched many, leaving a lasting impact. She leaves behind a legacy of love and cherished memories.
